Official joint Statement from the FVSL, VISL and BC Soccer

On Tuesday morning Feb 16, 2010 we were notified by Willie Azzi, President - VMSL that the Vancouver Metro Soccer League (VMSL) Premier teams had voted against any participation in the proposed BC Premier Soccer League (BCPSL).
The FVSL, VISL and BC Soccer are very disappointed in the set back to growth of the Senior Men's game in British Columbia and wish to thank their respective membership for the support that they have given to this project.
During the past two years, the VISL and FVSL in conjunction with BC Soccer have negotiated in good faith with the VMSL and were repeatedly reassured that this project was approved by both the VMSL Premier teams and the league membership. This NEW division was sanctioned by BC Soccer (New Association created BRITISH COLUMBIA PREMIER SOCCER LEAGUE) and both leagues have restructured their relegation and promotion regulations to accommodate teams moving to the proposed league and this has affected many divisions in the two leagues.
In addition, the members of the VISL have approved a $5 increase in player fees to provide assistance with travel costs for the three teams that were to compete in the BCPSL and the FVSL were in the process of presenting something similar to their membership.
Items that were defined for this new division include-

• Website - including sponsored Team Pages
• Match Schedule
• Referee payment structure and scheduling
• Player movement and Permits
• Home field standards and presentation
• Executive Committee membership
• Discipline process & standards
• Sponsorship standards Plan
• Home Cup participation Plan
• Provincial Cup participation Plan
• BCPSL Logo
The FVSL and the VISL are both committed to the growth of Senior Men’s Soccer in British Columbia and with the support of BC Soccer will continue to work together to explore ways to improve the game.
We are currently reviewing ALL participation with the VMSL including the All Star Program. Under consideration is the formation of a Champions League format for the 2010 – 2011 season to include only the VISL and FVSL in a crossover schedule to be played throughout the season.

Discipline Page

When checking the Discipline Page you might notice that some players have been given a 500 game suspension. Please be advised that these players are not suspended for 500 games, but that they are suspended until they attend a hearing of the Discipline Committee. As outlined at our Semi-Annual Meeting, any player who may possibly get more than a 2 game suspension must attend a Hearing of the Discipline Committee. This is determined by the referees report. We have a bit of a problem with the workings of our data base as a numerical value must be put in under the catagory of Number of Games Suspended. We are working on changing this so that a symbol may appear instead indicating the requirement to attend a Hearing.

We have been receiving a number of email such as the one below. We have a responsibility to the people who come to watch our games. Is this the image we want the league to present?
"I coach a u-14 boys select team. On Sunday Sept.23 I recommended that my team go take in the Div. 1 mens game.
What has prompted me to write this e-mail are the comments from some of my players about the game .
First and heard most often was the amount of foul language that was used by the players. Second was the fight or almost fight, an attempted head butt and a swarming of the referee to argue a call. I believe two red cards were issued during this game. Last on my players list was how fast the game looked and they enjoyed the soccer.
I'am glad I did not recommend this game to any younger kids, the language must have been over the top.
I realize this is intense competition, but the language on a public field should be addressed by the league. Further more, what ever happened to sportsmanship. We want to inspire our younger soccer players to play Div 1 not turn them away."
Player ID Card Implementation

The VISL Board of Directors is implementing the Player ID Card system in a three phased approach starting December 5, 2007.

During Phase 1 of the implementation period, ID Cards will not be a mandatory requirement. This first phase will provide an opportunity for players, team officials, and referees to become familiar with the game day and other procedures outlined in the policy manual. Referees will be instructed to go through the ID Card procedure prior to each game for all players that do have ID Cards. Team officials are strongly encouraged to use this period to ensure all players have acquired their ID Cards, as starting in Phase 2, ID Cards will be a mandatory requirement for all teams on each game day. Starting February 1, 2008, all registered players in the VISL will be required to present valid ID Cards to the referee prior to each League sanctioned regular season or Cup game. A PDF version of the 2007/08 Player ID Card Policy Manual is being distributed through score recorders to team officials. This PDF is available Here.

Score Recorders - Teams Reporting Game Score

The Score Recorder contact information can be found at the top of each Divisional schedule page. Please remember that the home team must report goal scorers for both teams, shut out keepers for both teams and one MVP for the game. For Division 1 a Rookie of the game must be reported as well. This information needs to be submitted to the Score Recorder before 5:30 PM on Sunday. Failure to provide this information may result in a $50 fine.
