Team Officials Handbook 2007-2008
A – General Information
Team Officials Contact Information:
Team Officials must be properly identified and recognized by the League and up to date telephone numbers and e-mail addresses must be provided to the League before the start of the season. Team Official Registration forms are available on the League website and can be mailed or faxed to the League. Contact information can be found on the VISL Homepage.
Representation at Meetings:
Team Officials are to attend personally, or ensure that someone represents their team, all general membership League meetings called by the Executive of the League. Failure to do so will result in a $50.00 fine to the team for non-attendance. Please note that an individual cannot represent more than one team at any meeting.
Player ID:
The Player ID Card system has been implemented in a three phased approach starting December 5, 2007. During Phase 1 of the implementation period, ID Cards will not be a mandatory requirement. This first phase will provide an opportunity for players, team officials, and referees to become familiar with the game day and other procedures outlined in the policy manual. Referees will be instructed to go through the ID Card procedure prior to each game for all players that do have ID Cards. Team officials are strongly encouraged to use this period to ensure all players have acquired their ID Cards, as starting in Phase 2, ID Cards will be a mandatory requirement for all teams on each game day. Starting February 1, 2008, all registered players in the VISL will be required to present valid ID Cards to the referee prior to each league sanctioned game. A PDF version of the 2007/08 Player ID Card Policy Manual is being distributed through score recorders to team officials. Contact the League registrar for more information.
Player Registration:
Online Registration:
Online Player Registration is available through the league website (www.visl.bc.ca). The team has the equivalent of 19 registration forms ($29.00 per form) added on to their League Fees for the season. The league supplies 19 numbers (spots) to be applied to the players that are being registered. Numbers are pre-assigned by the League and are not transferable to any other players or teams. Additional forms (spots) maybe purchased from the League at a cost of $29.00 per form. Contact the League Registrar for details.

Manual Registration is available through the VISL website using the Player Registration Form. The form should be mailed to the following address:

Team/Club Official Authorized To Sign Player Transfer Forms:
Teams/Clubs must supply the League with the name(s) of the Club Official(s) authorized to sign a Player Transfer Form. This (these) club official(s) sign the release of the player on behalf of the Club or Team. Incomplete Transfer Forms will not be accepted and/or processed. Faxed transfer forms will not be accepted. Contact the League Registrar for more information.
Transfer of players:
Transfer of players is possible, on the appropriate Application to Transfer Form, on or before January 15 of each year. Forms are to be received, accompanied by the Transfer Fee of $13.00 per form, by the League's Registrar before a player is eligible to play for a new team. The Transfer Form is to be signed by three different persons, the player to be transferred on behalf of himself, the Authorized Team Official authorizing the transfer on behalf of the team and an Authorized Club Official authorizing the transfer on behalf of the Club. A player transfer will be refused if a player is indebted in any way or form to the team the player transfers from. Proof of such a debt must be provided to the League to refuse the transfer.
Team List:
The Team List must be filled out and handed in to the Game Official before the commencement of the game. The Team List must be printed legibly and signed by the responsible Team Official for that game. Only eligible players are allowed to participate in VISL scheduled soccer games. A Team List must contain the following:
First and last name of all registered players for that team.
All players must have numbers indicated for them that correspond with the numbers on their jerseys.
Division 1 Rookie players to be identified with initials RP.
Suspended players must be crossed off or clearly marked as suspended.
Any players using an approved permit must be clearly indicated as such.
Permits, 2 copies per player, for player call ups from lower Divisions.
Failure to submit a complete and accurate Team List will result in a minimum $50.00 fine. Team Officials of teams that play at Royal Athletic Park must hand in a copy of the team list to the announcer’s booth 15 minutes before the start of the game, clearly identifying the player’s names and numbers, goal keeper(s), team officials and/or training staff.
Game Score Reporting:
It is the responsibility of the home team to report the game score, goal scorers for both teams, shutout goal keepers for both teams and 1 (one) game MVP to their appropriate score recorder by 5.30 PM on Sundays. For Saturday and evening games the information should be provided approximately 1 hour after the game has ended. Division 1 teams also report a Rookie of the Game. Failure to provide accurate and timely information will result in a $50.00 fine.
Discipline and notification of suspensions:
All suspensions will be posted on the VISL website. It is the Team Officials responsibility to check the website for any disciplinary postings and Yellow and Red Cards before the start of any game and to notify their players of their suspensions. Suspensions will be posted on the VISL website, with the exception of players registered to any of the Under 21 Teams. Suspensions of Under 21 players will be posted on a hidden page and protected by password. Contact the VISL Score Recorder Director for information.
Any player found to be playing while under suspension will be disciplined as per BCSA Disciplinary Guidelines. Any Team Official knowingly playing a player while under suspension will be suspended for the maximum time limit allowed as per BCSA Disciplinary Guidelines and will receive a fine, which will be forthcoming to the team. Players and Team Officials, while under suspension, must not have any contact with their team before and during the game at the field of play. The closest position a suspended player or suspended Team Official shall be allowed to have is as a spectator of the game.
Remember that a suspension means that you are suspended from all soccer activity during the time of suspension (as a player, team official or referee) and that the suspension must be served with the team that you are registered with.
Player and team Official Suspensions:
All suspensions will be posted on the website with the recommended length of suspension. Any player or Team Official receiving more then the one (1) game automatic suspension is required to attend a Discipline Hearing as per BCSA Guidelines. Hearings are scheduled on the first and third Tuesday of every month. Check the VISL Homepage for the time and location of the Hearings. At the Hearing a player or Team Official may present any evidence or information concerning the incident in question. Should the suspended player or Team Official not be satisfied with the outcome of the Hearing then the decision can be appealed to BCSA’s Appeal Committee, provided the appeal is accompanied by a cheque or money order in the amount of $500.00 payable to BCSA. Contact and appeal information for BCSA will be provided at the Hearing. Any player under the age of 18 must be accompanied by and adult. If a player or Team Official does not attend a scheduled Hearing then the recommended suspension will stand. A player or Team Official may request, in writing, that they be granted a Hearing at any time during the course of the suspension. The request should be directed to the VISL Discipline Chair. After missing the automatic one (1) game suspension a player or Team Official may request a stay of the suspension to participate in the next scheduled game(s) until the next scheduled Hearing. The request must be in writing and should be forwarded to the VISL Discipline Chair. No more than one (1) stay will be granted per suspension.
Procedure of postponement of a game by request:
If and when a team wishes to postpone a scheduled game, the procedure is as follows;
The Team Officials must contact the opposing team of that game, and reach an agreement with that team to postpone the game. The game must be rescheduled within 21 days of the original scheduled date at a mutually agreed upon date, time and location. The acquiring of a field location becomes the responsibility of the requesting team. Once the agreement has been reached then the Division Score Recorder must be notified of the proposed change. The Score Recorder will approach the League Scheduler for approval of the proposed change of schedule. Failure to reach an agreement with the opposing team means that the scheduled game is either played or forfeited. Failure to reschedule the postponed game within the 21 days time limit from the original schedule date will result in forfeiture of that game and a $250.00 to $1000.00 fine, to be paid before the next scheduled game. Failure to pay will result in forfeiting the next game, which results in two forfeited games in one season and the team will automatically be suspended for the remainder of the season.
If 30 days notice of a requested game change is received by the League, in writing, then the game will be rescheduled at the discretion of the Scheduler and the opposing team does not have to be contacted.
Inter-League permits:
Permits for Lower Island Youth players brought up to play for Senior Clubs have to be approved by the player's coach. Permits are available from the VISL and at this time there is no charge for these permits. While the rules allow youth players to play an unlimited number of games for senior teams, please keep in mind that a youth player's first responsibility is to his youth team and his safety and health should be a first consideration. An unlimited number of youth players may be brought up to play in regular season and Cup games.
Intra-League Permits:
Any Club team using a player from one of their lower Division teams must ensure that the appropriate permit is completed and handed to the game official before the start of the game. Failure to do so may result is disciplinary action against that team and/or the player involved. A player is only allowed to play five (5) games in a higher Division per season. There are no Intra-Club permits allowed in any Cup games. Under 21 Graduate players benefit from the same play up rules as Youth players from Youth to Senior in that they may play up for any team in the VISL and are not limited to five (5) games. Under 21 players are not available to play in the Masters Divisions.
Team Officials Responsibilities:
Ensure that the team is properly dressed and all players have shins guards. The Home team is to have an alternate uniform available upon request from the referee. Both teams should have two quality game balls, properly inflated, ready at all times even if not designated as the home team.
Be prepared to supply a person to run the line if required and if you are the home team also be prepared to find an official to referee should anything happen to the designated officials.
Each team must have two corner flags and a net available for each game. Division 1 managers are reminded that they are to provide (4) flags and both nets for each home game (other than at Royal Athletic Park). It is important that the nets, corner flags and game balls are ready at least 15 minutes before game time in order for the officials to inspect the field and consequently start the game on time. Further, if you are playing on a home field that has portable goals, ensure that they are secure. If a game official does not allow a game to be played because the goals are not secured, your team will be disciplined by the League, To the Team Officials whose teams are scheduled at Topaz you must pick up the dressing room keys from City of Victoria Parks Department. The home team should also get the key for the visiting team's dressing room. The keys must be returned by the Tuesday following the game or the team will be subject to cost of replacing the keys as charged by the City of Victoria. You must also ensure that the dressing rooms are left in an acceptable condition and that they are locked after you have finished. Failure to do so may result in your team being required to pay for any damage and loss of dressing room privileges.
VISL Cup Rules:
All Cup play will be played under BCSA Cup rules unless otherwise indicated by the Executive of the League. In the event of teams being tied for points in Round Robin play, goal ratio will be the deciding factor in declaring the winner. In the event of Round Robin Play when teams are tied at the end of regulation time, that score will be the end result of that game. In the event of a single game knock out format, when two teams are tied at the end of regulation time, two 15 minute periods will be added as extra time. If both teams are still tied after the extra time, then Penalty Kicks as per FIFA rule will decide the winner of that game. All Cup Final games will be single game knock-out format.
VISL Cup Regulations:
Teams must confirm participation in any Cup play scheduled by the League. Once a team has confirmed participation that team becomes committed to play the schedule. Any withdrawal or forfeiture of any of the scheduled Cup games will draw a minimum fine of $250.00 up to a maximum of $1000.00 per scheduled game.
Substitutions:
In all games under the jurisdiction of the VISL, five (5) substitutions may be used, except in Divisions 3 through 7, Under 21 Graduate, Divisions Masters A, B and C where there is unlimited substitutions.
1. In Divisions 1 and 2, substituting player(s) must take a completed substitution form(s) to the near-sideline official, who will signal the referee for approval of the player(s) to enter the field of play. The player(s) will remain at the sideline until such approval has been given. Five (5) substitutions may be made during the course of play, however unlimited substitutions may be made at half time over and above the five (5) mandated.
2. In Divisions 3 through 7, Under 21 graduate and the Division masters A, B and C, substitution forms are not required. Substituting player(s) must remain on the sideline until play is stopped and they are signaled by the referee to enter the field of play.
Field Rules:
Only one (1) team official may enter the field of play when called by the referee. Injured players must be treated off the field of play if possible. All trainers and substitutions must place themselves on the benches when supplied. I benches are not supplied then at least ten (10) feet from the field of play.
B - Rules and Regulations
Any team responsible for defaulting a game shall be subject to a fine as determined by the Executive but which shall not be less than $250.00.
Any team defaulting two (2) games during the League schedule, shall be automatically suspended from the league and its points expunged from the record book.
In the event of a team resigning from the League before the conclusion of the schedule, the team’s points shall be expunged from the record book.
All Cup/League games will scheduled at the discretion of the League scheduler and can be rescheduled with at least 72 hours notice.
If for any reason a referee does not appear or is unable to complete a game, it is the responsibility of the home team to supply a substitute referee.
Should any team, for any reason, be found responsible for a game being abandoned before its completion then that team will be liable for the expenses of the game and subject to Disciplinary action and fined not less than $250.00. When a game has been abandoned for any other reason than on a matter of discipline, before 60 minutes of play has been completed, the game shall be replayed. However, if the game has been abandoned after 60 minutes of play then the game will be considered completed and official.
The duration of all games shall be ninety (90) minutes unless otherwise stated.
In the event of inclement weather or unless the grounds are ruled unplayable prior to the game by the appropriate authority, the teams must appear and await the decision of the referee.
All protests must be in duplicate and in the hands of the league secretary within forty-eight (48) hours, postmarked if mailed, of the conclusion of the game. The sum of one hundred dollars ($100) must accompany the protest.
Any Club with more than one (1) team in the League may, on the appropriate form, bring up players from a lower Division team. Each individual player may move up for a maximum of five (5) games. This does not apply to Cup games.
Teams proved to have played a player not eligible, as deemed by the Executive, shall forfeit any points gained in the outcome of that game and the points shall be awarded to their opponents. They will be liable to a minimum $250 fine for each infraction and subject to Disciplinary action.
The team having the greatest number of points at the conclusion of the schedule shall be the Division champion. The system of counting points shall be three (3) points for win, one (1) point for a draw. In the event of two teams being tied on points, the standings will be decided on goals for and against ratio (goals for divided by goals against). If still tied, the team with the most wins will be declared Division champs.
A two team promotion and relegation format will be used for Divisions 2 to 7 in the League. The top team of each Division will be promoted to a higher Division. If the top team is part of a Club that has a team in the higher Division, the top team will then have the option of remaining in the lower Division. Any second place team not wishing to be promoted to a higher division must notify the League Secretary in writing no later than one (1) week after the completion of the League schedule for that Division. On notification to the League of the decision not to advance on promotion, a play-off game will be immediately arranged to determine the Division standings for the following season. The first eligible team who is willing to advance, being no lower than fourth (4th) place in the lower Division, will play the 9th place team in the higher Division, in a promotion/relegation with the winner to advance to the higher Division. Teams will not be permitted players other than those properly registered to that team at the close of the League schedule and Cup rules will be in effect. For promotion/relegation games between Divisions 1 and 2 and 2 and 3, all teams involved shall be limited to a maximum of five (5) substitutions.
C - Teams and Clubs
Every team is responsible to the League for the action of its players and officials and is required to take all necessary precautions to prevent spectators threatening or assaulting game officials and players during or at the conclusion of the game.
Poaching is forbidden. Any Club, team or member thereof guilty of same shall be guilty of misconduct and subject to Disciplinary action by the Executive.
No team may permit any player from another team to play in an exhibition or benefit game without first obtaining permission, in writing, of the team to which the player is currently registered.
Prior to the commencement of each season, every team must furnish the League Secretary with a list of all its signing officers, complete with the addresses, phone numbers and team colours. The League must be notified, in writing, of any changes to the signing officers’ addresses and phone numbers. No change in team colours may be made without the sanction of the League Executive. A team wishing to change its name must also apply to the League before the season commences.
Each team shall be responsible for making sure every player is properly dressed and equipped and will be expected to do everything possible to make the game attractive from the spectator’s point of view.
D - Players
A registered competitive or recreational player is bound to the signing team, unless transferred or released, until the end of that team’s current playing season.
Competitive or recreational players must be registered seven (7) days before taking part in any Cup competition and shall be allowed to take part in any League game twenty-four (24) hours after being duly registered manually, or by midnight before game day via on-line registration.
All transfers shall be in accordance with BCSA regulations, after being approved by the VISL.
A transferred competitive or recreational player is not eligible to play for the team to which the transfer has been granted, in any Cup competition in which he has already competed during the current season. A player must wait thirty (30) days before transferring back to his original team.
Player who signs for a team in the over Masters Divisions must be 35 years of age or over, on or before December 31st of the current playing season.
